It's the rain sensor! Unless you replaced your windshield with another rainsensing windshield, you'll need the old rain sensor pried off the discarded windshield!
It's because the washer circuit (and delayed wiper circuit) run through the rain sensing circuit! Re-connecting the rainsensor (even though it will not work for sensing rain) will complete the circuit and restore your windshield washers!

The front and rear windshield washers operate independently of each other. They are two completely separate units. Check your fuse box first to look for a blown fuse. If not, the pump is at the bottom of the windshield washer fluid container located in the front corner of the engine compartment.
