I have the exact same problem with my cougar and I know the solution. The cable that runs from the cruise control to the throttle body has probably either come off of where it should be or it has snapped in half. They are steel (I guess you could say braided) cables and mine is frayed so it's loose and it jumps off easily. I called the local Mercury dealer in town and they said that it runs about $46 but a junkyard will work just the same.
