If any rear turn-signal/brake bulbs have just been replaced right before this started then pull them back out and look into the socket.

If you see two contacts in the bottom of the socket but the bulb you removed only has one contact that is your problem.

The single-contact on the bulb is shorting the two contacts in the socket together, since one is brake and the other is turn the brake power is feeding back into the turn-signal circuit lighting them up when brakes are applied.

Replace the single contact bulb with the correct dual contact bulb and your problem will go away.
