I had the same problem. It is likely the switch that mounts on the seat- Originally I was overthinking the problem- assuming it was a relay. The easiest and cheapest way to check it is to swap the working passenger side button with the driver side's button. Its easy to do- just remove the seat contols and the switch itself is a plug in. Took me less than 10 minutes to do. I now have the passenger side heated seat disabled until I order a new button- which go for about $30 on ebay.
There is a round push button on the side panel of each front seat, located between the seat and the door. Push this button to activate or deactivate the heated seat feature.

It's simple. Sit in the seat turn the ignition to ON, and turn the seat heater control to ON. Then wait a few minutes and it the heater is working you should feel a warm sensation where your legs and butt contact the seat.
