Plugged heads? disconnect and see if fluid runs bad pump? Plugged filter on pump intake?

i put a new windshield wiper moter in and the fuses are fine but my wipers still wont work
The back windshield wiper may not be working because there may be a short in the switch. It is best to have an auto mechanic look at it.
Your windshield wipers were most likely overloaded and blew the fuse, try replacing the fuse. If that does not fix it then it is possible that the wiper motor burned out and will require replacement.
If your wipers aren't working then check the grounding screw under the hood if it becomes loose your wipers wont work.

Just to bug the crap out of you. That is just the way they are. My 95 is the same. Just think happy thoughts when you look out of the windshield. Eventually you wont even notice them any more. Answer, I also have a wrangler 1991 that does that too. It stopped at the bottom to the windshield, until i replaced the windshield. then it started stopping up about 1/3 of the way. I believe that whatever tells the windshield wiper to stop got misaligned, but im too lazy to fix it.
