Here is a handy trick to bypass that problem. Once running, turn the key slightly pass the start position. You don't have to go so far as to here your starter grinding. As you are doing this you should be trying to shift out of park. Sorry I can't guide your fix.

The thread on cap on the engine coolant reservoir is the " radiator cap " on a 1995 Mercury Grand Marquis

The 1995 Grand Marquis is a OBD2 and it should be located on driver side under dash
I was not aware that the Grand Marquis came in a manual Transmission! If it was an Automatic Transmission I would say take it to a Transmission Shop and have it looked at.
There isn't one. The 1995 Grand Marquis uses a lighting control prossessor. They are very expensive to replace. The part cost me $325.00.
