apparently the heater core is plugged, try taking both hoses off of it and get a garden hose and try to flush it out.

I don't know, but I would offer a suggestion. Block water heaters plug into an AC power source with a standard plug. Simply follow that wire to the block heater. They typically screw into either the block or the cylinder head. Hope that helps.
