Check the condition of the trailer ball and the underside of the ball coupling; if they're rusty, you don't have a good ground. You could use a wire brush in a drill driver to polish these areas. Then spray with WD40.

Here's my two cents:

If you have a 7-wire connector, you have the ground wired in, so the above wouldn't make any difference. When I had the 4-wire connector and a dirty ball, I would have intermittent lights.

Looking in Owner's guide today for answer to fuse problem and noticed that there are several separate fuses for trailer wiring. That would be for a factory installed hitch/wiring. Mine's a 2006 fwiw.

Can't say if yours was cobbled together later.
