Why would your 95 eclipse have a hard time starting with out giveing it gas then when it does run all of a sudden it acts like its going stall then jerks then raves back up?

The simplest case is old spark plugs and spark plug wires. Also if you live in an old state you might have some water in the tank.

If you install new spark plugs don't forget to put the correct spark plug gap.
