possibly could be your air bag module in your steering wheel, just a possibility, hope that's not it though, could be as simple as a fuse. air bag module will run about 600-800 bucks
which fuse is it, the manual shows it to be fuse 31 under the back seat but i am not sure that this is the correct fuse.

No. The Cruise Control is controlled by the engine ECM. If your cruise control isn't working, you probably either have a bad switch to actuate the cruise control, or a brake pedal switch which is in constant contact, and thus telling the computer it's engaged when it isn't.
