In all probability not. If you have a check engine light on then you will need to have it scanned for codes. If the code shows a component, such as the TPS, it DOES NOT mean that is defective. It only means the problem lies in that area. That is what you pay a technician to let you know. It is cheaper to know what is the problem, than to throw parts at the car.

The Throttle Position sensor measures the throttle position, which is controlled by the gas pedal. It is used to determine engine load and if it fails it can cause automatic transmission shifting problems.
A failing throttle position sensor will cause idling problems when the car is warm. The failing sensor can also cause the car to stall when idling.
Hesitation can be caused by several things: 1. A faulty throttle position sensor might cause hesitation. 2. A faulty MAP or MAF sensor might also cause hesitation. 3. A problem with the engine control module might cause hesitation.

The possibilities can be many. It can range from a malfunctuioning fuel pump, to a bad throttle position sensor, to faulty fuel injectors. First I would check the throttle position sensor since this is the cheapest part, and also the easiest to replace. The throttle position sensor tells the computer how much air and fuel to put in the engine. If it is messed up it can cause hesitation, stalling, transmission buckoing, etc...

A bad throttle position sensor, on your 1991 Saturn, will cause the engine to run rough when it is idling. The engine will run normally at higher speeds.
If it is an 3.7L or 4.7L engine it is on the throttle body mounted on the side. If it is a hemi engine there are two throttle position sensors. The throttle body is electronic. There is a position sensor mounted underneath the battery hidden behind a cover. The accelerator cable goes from the gas pedal to this sensor. This sensor sends info to the PCM (powertrain control mondule). There is also another position sensor inside the electronic throttle body which tells the PCM what position the throttle plate is at. These throttle bodies on the hemi engines become dirty and cause codes like a P2175 and 2106. It will also make the ETC light flash, and cause low acceleration and limp in mode problems. Cleaning this throttle body will correct this.
