The dealer should have applied for the tags and title for you, however, it's not required that they do. Until you get them to correct the title, or sign it properly, you should be able to get a temporary tag at the dmv.
I don't know of any dealership that would allow that. On the other hand any dealership will accept a vehicle bought from them for trade in, but I have no doubt that you will lose money on the deal.
