Usually when the flasher blinks rapidly it's about finished. Try replacing the signal light flasher and see what happens. If you still don't have Brake Lights start looking for a short.
Brake lights and turn signals are on a separate circuit from the tail lights. Tail lights are on the same circuit with the dashboard lights. If the dashboard lights aren't working either, check the fuse. If they ARE working, check the headlight switch.
my 98 suburban did the same thing. when i changed my headlight switch that turns them off and on, they started working again.
