sort of like a humming? wheel bearings dude! if it starts humming at about 30mph and just gets louder faster you go, its the wheel bearings. and get used to it, i have blown 4 on my ion 3

It's probably a problem with the differential. In 4wd you're putting pressure on the gears that isn't there in 2wd.
Most likely the noise is made by the power supply or a failing hard drive.
This vehicle is notorious for a "whining" noise. The slower you drive, the louder it is. At first I thought our power-steering pump was going, or the transmission was whining. Two mechanics told me it's normal. Just a quirk with Dodge/Chrysler products. I had that whining noise and it was the alternator making the noise through the radio. even when the radio is off. Just a thought.
You could disconnect the cable down at the transmission, drive it around, and see if the noise has quit. Some cars don't have a cable-the speedo is electronic, so then you might have a vacuum leak somewhere under the dash.

the Idle Air Control (IAC) is bad and needs cleaning or replaced
Fan belt slipping
It may be the Idler pulley. I used to have a 96 Breeze with a 2.0L 4cyl that made a whining noise. I thought something might be seriously wrong, but then i discovered it was just the Idler pulley making noise. I changed it-- no more noise.
A whining noise in the transmission is usually an indication the transmission fluid is low. Check the transmission fluid and fill it to the recommended level.
