Then, go to the dealer with the VIN and proof of ownership and have them cut and program the key. If it doesn't have remote entry, just talk to a dealer. I had this problem on a 97 Jetta. There is a U shaped cut out in the insulation on the firewall and when you lift it up, there should be a rubber piece attached to the metal of the firewall. It feels like a plug but there is a flap that you can lift up to allow the water to drain. There was a rubber band in mine that caused it to plug.
