That is either the Federation or Confederation governmental form, vs a Unitary form where power rests in the central government alone.
Both have a multi-party system. In both countries, executive power is held by the government, legislative power rests under the government and the two chambers of the National Congress in Chile and the two chambers of parliament in Poland, and judicial power is separate from the executive and legislative. Both democracies have attempted forms of privatization.

In most constitutional systems, the ultimate power rests with the people. The constitution outlines the framework of government and establishes the sovereignty of the people. Power is typically divided among branches of government such as the executive, legislative, and judiciary, ensuring a system of checks and balances.
Express powers -The powers the Constitution specifically grants to one of the branches of the national government. Such as the power to regulate interstate commerce and appropriate funds. Implied powers inferred from the express powers that allow Congress to carry out its functions. Such as the power to create banks. Inherent powers the power of the national government in foreign affairs that the Supreme Court has declared do not depend on constitutional grants but rather grow out of the very existence of the national government. Together, these express,implied and inherent powers create a flexible system that allows the Supreme Court, Congress, and the people to expand the central government's powers to meet the needs of a modern nation in a global economy and confront threats of international terrorism. This expansion of central government functions rests on four constitutional pillars. These constitutional pillars- the national supremacy article, the war power, the commerce clause and especially, the power to tax and spend for general welfare-have permitted a tremendous expansion of the functions of the national government.
