Yes. The government has the right to take personal property as well as real property so long as it follows the proper legal procedure required by law. That inherent right to seize private property is called Eminent Domain. You can read more about it at the link below.

Answer

Eminent Domain is now being abused by seizing private property to sell it to developers for things that will generate more tax monies. If we allow this to continue , no one will be safe from the possibility of having their home yanked out from under them. This is a fine example of government entities following the letter of the law , but not the spirit of the law.

depends on circumstances.

If you are using personal property during commission of a crime it can be seized and sold at auction in some cases in some areas. Examples, a car from which you solicit prostitution. A truck or boat someone uses to smuggle drugs.

real estate property can also be confiscated in some situations as 'eminent domain'. Examples, your own a house in direct path of a highway. You own an old building in an area that is being rehabilitated.

In general the gov't cannot just arbitrarily sieze your things, but there ARE cicumstances when it could happen. Laws vary state to state, and I have no idea what the laws or rules are in countries other that the USA.

It depends on the circumstances. If the individual is heavily in debt - the government can confiscate their property to repay some or all of the money owed.

What parts of government and ways of thinking can be traced to Locke?

The Declaration of Independence and Constitution were both heavily influence by the writings of john Locke. Locke is also responsible for giving us an intimate relationship between private property and individual freedom. Locke was one of the first philosophy to try to establish how property was derived. Simply put, is that private property arises when man mixes his labor with nature. Locke is also known for representing small government and individual sovereignty and making a good case for natural law. That man has certain rights such as life, liberty, and property that neither the government or majority can strip away. It is unfortunate that we have steered away from a Lockean form of government towards a Hobbesian Leviathan.
