No, Truman never even began to consider such a thing. Truman's main priority following the use of Atomic Bombs in WW2 was to see that they never be used again. In fact the only orderTruman ever issued on his own initiative (not just a continuation of orders and policies determined by FDR) during WW2 about the Atomic Bomb was to stop the bombing when Japan sent their intentions to surrender on August 14, 1945 (by this time Los Alamos had already finished the third Atomic Bomb and shipped it to San Fransisco, when it arrived in San Francisco on August 18, 1945 it was returned to Los Alamos because of Truman's order, instead of being flown to Tinian to prepare it to drop on Japan).

Note: the Manhattan Project had the factories built and operating and production plans scheduled to make a total of 23 Atomic Bombs to drop on Japan before the end of 1945, if necessary. Not just the 2 used.

Why would a person want to be President of the US?

That is a good question. Though there is a great deal of danger involved with occupying the Presidency, the benefits seem to surpass the negatives. As President, you are leader of the free world, commander in chief of the strongest military ever known to man, and representative of the world's best free market economy. Will you get assassinated? Maybe. But, the paycheck is fat, around $500,000 including the luxury expense account. The house is pretty nice, and you will forever be embedded in history.

Who becomes president if both president and vice president die while in office?

The Speaker of the House of Representatives is next in the line of Presidential succession. However, this would require that both offices, President and Vice President, be simultaneously vacant. This is much less likely following the enactment of the 25th Amendment, which provides for a replacement Vice President whenever the position is vacated.According the current Presidential Succession Act (3 USC § 19), the order of succession if both the President and Vice President die, are removed from office, and/or are unable to perform the duties of President is:Speaker of the HousePresident pro tempore of the SenateSecretary of StateSecretary of the TreasurySecretary of DefenseAttorney GeneralSecretary of the InteriorSecretary of AgricultureSecretary of CommerceSecretary of LaborSecretary of Health and Human ServicesSecretary of Housing and Urban DevelopmentSecretary of TransportationSecretary of EnergySecretary of EducationSecretary of Veterans AffairsSecretary of Homeland Security(The cabinet members are ordered in the line of succession according to the date their offices were established.)Note that a President is required to be born a citizen, to be at least 35 and to have lived in the US for 14 years. If the next in line does not meet these requirements, he or she will be passed over on the list.Note also that line of succession applies only to the office of the Presidency. Once one of those in the succession becomes President; that person appoints a new Vice-President with the advice and consent of the Senate. Before 1967Prior to the ratification of the 25th Amendment in 1967, there was no provision for filling a vacancy in the vice presidency. When a president died in office, the vice president succeeded him, and the vice presidency then remained vacant. If the president died or left office when there was no vice-president, the President Pro Tempore of the Senate would have become president, and next the Speaker of the House. The Speaker assumed the top position in 1947, after the period 1886-1947 when only Cabinet officers were in the line of succession. If both the President and the Vice President are unable to serve, then the Speaker of the U.S. House of Representatives would become President.Boehner, Speaker of the House of Representatives.
