I think you mean rule of law. The rule of law is the legal principle that law should govern a nation, as opposed to being governed by random decisions of individual government officials.
The only similarity is that they are forms of government (as opposed to anarchy which is a non-government). Everything about these two systems of rule is completely at odds with the other system.
