In unstable governments, conflicts are often decided by whomever is able to obtain the most power. Whoever holds the most power is able to crush/curtail the opposition and stay in power.

Governments today build on the foundations laid by past governments through the adoption of established legal frameworks, political institutions, and governance practices. The world bank is often criticized because it is presumed to have weak financial monitoring tools. Critics say that there is no accurate means of monitoring what governments do with allocated funds and that leaves a loophole for corruption.
People often obey a gevernment out of habit. Obviously habit is not something a new government has on it's side. People hate a government which hurts them. Because people had time to adapt to old laws (murder illegal? work as potato farmer rather than assasin!) they are more hurt by old governments than new ones. Whenever a country is 'liberated' either by external or internal forces, the liberators make all kinds of promises to all kinds of people. Some of these promises at least will be broken, causing members of the new ruling class to turn against eachother. And often new governments lose the services of the most experienced police and propaganda men who worked for the old regime and our thus less able to defend themselves than established ones.

Democracies often emerge after troubling circumstances (e.g.) war) and have to work hard to gain the support of the people who are used to living under different types of political arrangements.
Countries with poor economies often experience unstable governments due to a lack of resources and opportunities, which can lead to high levels of poverty and unemployment. Economic hardship can exacerbate social tensions and conflict, making it difficult for governments to maintain order and legitimacy. Additionally, limited financial resources may hinder effective governance and the provision of public services, further undermining citizens' trust and increasing political volatility. This cycle can create a challenging environment for sustainable development and democratic governance.
Conflicts on the environment often arise due to competing interests over resources, such as land, water, or minerals. Different groups, such as communities, industries, and governments, may have conflicting priorities on how to use these resources, leading to disputes over management and conservation practices. Additionally, environmental conflicts can stem from differences in values, beliefs, and ideologies related to the environment.
Because most of the mideast is populated by Muslims, who are led by radicals who are determined to eliminate Israel, which is populated by Jews. Israel, on the other hand, is protected by the military and economic power of the United States. The Muslim countries, which are militarily inept, do not have the power to conquer Israel, and so they resort to terrorism to accomplish their goals. Because terrorism is sporadic and unpredictable, and aimed at civilians more often than at military targets, the region is unstable. Additionally, for the last two years, the radical Muslim Brotherhood organization has been successful in overthrowing several stable governments, including Tunisia, Libya, Egypt, and Morocco, during the so-called "Arab Spring". They have replaced these stable governments with unstable and radical pseudo-governments which have themselves been beset by rebellions.
