He convinced congress to meet the soldiers demands, he convinced the soldiers to be patient, he announced that he might retire.
He heard of the growing conspiracy and decided to address his officers at Newburgh, in which he passionate stated his case not to revolt. Remember, this was after the war was over, Congress was disbanding the army, Washington was done as General, his men respected him perhaps more than their own fathers! When Washington, tired and weary from war, addressed them and appealed to their honor and integrity, there was barely a dry eye in the house as his officers realized what they had all given up for the war, Washington included, and the revolt/conspiracy quickly died off.
