It is now over a century ago that the US federal experience have got salience in the political spectrum and considered as a point of reference to young and transitional democracies. Albeit imperfections, federalism as a system of governance by which power rests on two or more tiers of government provides an avenue for settling disputes emanates from power division, conflict of interest, constitutional fluidness, violation of the principles enshrined in the Constitution and other related aspects. For this sole reason- as the division of power and various constitutional principles couldn't be set in a perfect clarity, the system offers an institutional framework which is disinterested in the case and neutral in its composition to umpire these disputes and maintain the balance of power. Among others, the US Supreme Court, the German Constitutional Court and the Ethiopian House of the Federation are regarded as guardians of the Constitution and concomitantly solve any dispute that will arise between the contracting parties to the federal covenant i.e. the Constitution.
