The Constitution created a national government made up of three separate branches (separation of powers) and provided for a system of checks and balances so that each branch could check the power of the other two branches, thus preventing any one branch from becoming too powerful. The Tenth Amendment to the Constitution also provides that powers not given to the federal government, nor specifically denied the states, belongs to the people and the states.
They added the checks and balances system. The President appoints the Supreme Court justices, and reserves the right to Veto against any bills that congress passes. Congress has to confirm the President's appointment to the Supreme Court, and can overrule the President's veto with a 2/3's majority. The Supreme Court can declare a law to be unconstitutional.

If the people want services and the ability to get things done the size of government may be needed. For over 30 years it has been a bogus argument concerning government size.

They probably wouldn't have liked the strong arm of the government our country has now. The NSA scandal would have been appalling to them, and may have elicited another revolution. Since the British had lived under the British for so long and the British were so cruel to them, most people distrusted a strong central government and that is why they did not want a national government.
