Madison was suspicious of majority rule. He felt it opened the way to an unfair advantage over the minority if majority intent was evil. If the majority is against the minority on any issue they can technically use democracy as a tool of oppression. Although our Constitutional democracy, insists specific rights are to be protected for all people, no matter how much a majority wants those rights to be taken away, political trickery such as gerrymandering and â??Voter qualificationâ?? can do just that. So while political institutions should represent an opportunity for minorities, it instead becomes an obstacle because our system is not immune to the evil intent of some.
