Well under the original constitution, state governments were to be represented by the senate when the state legislators elect a representative for the state government. However due to the 17th amendment made in 1913, senators are directly elected by the people of a state. This means that the senator doesn't have to satisfy state legislators who run the state, but the people in a state. So the population of a state is represented in the senate now instead of the state government. So yes people in a state are represented now in both the House of Representatives and the Senate, but the state government does not have any state representation.
