The Constitution requires that when governments deprive persons of life or liberty or their property, there must be minimal processes for appealing the government's decision. Not "fair", just reasonable and brief, and uniformly applied. In more general terms, there is a legal process in place that should be even-handed and basically applied the same for anyone facing the same problem.
