The poll tax was started in 1852 when a man named Richard sloan rode his horse into the little settlement of Evanston Wyoming. He loved the town and being a rich man purchased the local bar and the town store. Greedy for money he was elected Mayor and passed a law that anyone hitching a horse to the Polls in front of the bar would be taxed. Some residents of the town disliked the new law so when Big Bad Britt Wesly came into town and refused to pay the Poll Tax Richard Shot him dead. From that point forward everyone paid the tax without complaining.
