If government does not protect citizen's rights citizens must have authority to?

There are multiple means by which citizens can enter to protect their rights. These include asserting their rights to free speech, assembly, petition, redress, and due process to pressure the government to preserve, protect, and enact those rights in question.

The government is elected by the people (or their represenative.) Any true politician will tell you to obey the laws they have enacted to protect the people. That's why it is important to have well armed military forces and police. USA has it's second amendment, which says armed priviledge of the people should not be infringed. But One bullet is greater than any number of votes. So it is not a good idea for the common people to be allowed to own weapons. Remember V? "It is the government that should fear the people, not the people to fear the government."

That has been the normal state of affairs throughout history, and the answer is usually "nothing". Everyone is used to it.

From time to time, governments will go to far. There'll be spates of rebellion, and while this could let the government know to ease off, most of them will simply crack down the more. Then there'll be a revolt.

Usually the new government is little different then the old one, but people are so tired after the revolutionary war that they just accept it.
