A government ruled by a small group of people is an oligarchy.
A group of people with similar ideas about government is often referred to as a political party. Political parties unite individuals who share common beliefs and values regarding governance, policy issues, and the role of government in society. They work together to influence political processes, promote their agenda, and compete for power in elections. Examples include Democrats, Republicans, and Green parties, among others.
The democratic theory of government makes the case that no one group of people controls the majority of government decisions.

Antifederalists are located around the world and often group themselves into small communities. They are against a more structured government and attempted to push their countries away from it as best they can.

The group of people who didn't support the Constitution were called Antifederalists. Their main problem with the Constitution was that it didn't have a section that listed their individual rights (Bill of Rights). They also argued that the national government was too strong and were afraid of tyranny. Some even thought that they shouldn't have created a new government. Most Antifederalists were small farmers and debtors. Antifederalists wrote articles and pamphlets and spoke out in state conventions. The articles and pamphlets became known as the Antifederalist Papers.
It did not give too much power to the central government. Not one group had ample power over another and gave the people a more individual feeling rather than a strict union.
Well, here's two groups of people, our founding fathers and today's conservatives.
One name is political party.
