No. Governor of a State is the head of the Executive branch of the state government.

In the United States, there are three branches at the Federal and State branches of government. Governor or President is the head of the Executive branch, while the state legislature or the Congress are the Legislative branch. The court systems are in the Judicial branch.

In theory, each of the branches are roughly equal in power and authority, and they serve to check and balance the acts of the other branches. In practice, the people in those offices greatly affect which branch has greater power.
