Parliament is the law-making body of a government that uses the 'parliamentary system'. The word 'parliament' comes from the French word parlement, from parler, to talk. The concept of "Checks and Balances" comes from the constitution. The different branches of the government "check" each other's power so that no one branch has more power than the other. For instance, if the legislative branch has an idea for a law, they present it as a bill. They send it to the executive branch, which in the United States is the president. If the president does not like it or believes in is unconstitutional, then he will veto it. Just because he vetoes it doesn't mean it is finished. If the bill comes back to the legislature, they can vote on it again. If more than 2/3 of the senators and representatives vote to pass it, they override the president's veto.

As the executive comes from within the legislature, its usually easier to pass legislation, as the government holds the numbers in the lower house anyway, as opposed to a (for example) American style system where the congress can be politically opposite to the government.
