Federalism is a form of government where the National government, and the States government is shared, and equalized so none gain power over one another.
The term is popular sovereignty, but the concept is also defined by other theories that make the rights of the individual the basis for government.

A unitary government is not defined by a geographic distribution of power. In a unitary system, power is concentrated at the national level, and local governments have limited authority that can be changed or revoked by the central government.
