The pro tempore was second in line for the Presidency for many years and became first in line if the vice-president became President since they did not replace the vice-president until the next election. If Andrew Johnson had been convicted, the pro tempore would have become President and he did vote for conviction, which was a conflict of interest, so they eventually changed the law, putting him behind the House Speaker.
