No it wasn't. Eiffel had great experience building cast-iron constructions like railway bridges and as it turned out, had made almost faultless preparations in designing and building the tower. And as to safety: although construction involved 300 on-site employees only one person died, thanks to Eiffel's stringent safety precautions and use of movable stagings, guard-rails, and screens. He put up so much scaffolding around the parts where his men were working that the popular press suggested that it was apparently needed to keep the tower from collapsing.
