The federalists promised to attach a bill of rights because the anti-federalists were writing series of papers like the federalists and by attaching the bill of rights the anti-federalists no longer had an argument. Which means the federalists won and were able to keep the constitution. They were the first ten amendments to the constitution.
Article V of US constitution deals with the procedure of introducing amendments in US constitution. It entails that both houses of US Congress must pass the said amendment with a two third majority after which the amendment is sent to states for ratification.
John Hancock promised to have "The bill of rights" that had delagates ratify the Constitution. The bill of rights are amendments or rules that gave people rights for example the first amendment is the freedom of speech, religion, and petition.
THE ANSWER BELOW IS WRONG. Yes, the congress and the president all promise to uphold the constitution. Many types of positions also requires this promise. As a teacher I had to promise to uphold the constitution and when I was certified as a notary I did have to promise as well. People when they go into the military are also required the same thing.
The promise was so that to serve everybody's problems. :)
