Well the main 'pro' of freedom of expression is in the statement itself, "freedom to express oneself". This means we have to right to speak, and be heard, no matter the circumstances. As for the cons, I cant really think of many, other than speaking out somewhere you shouldn't etc. a court of justice, could possibly land you in a spot of bother.

The freedom of speech can go to far and you can get extremeists who try and push thee Charter to the limit of the freedom given to them as a citizen.
