The judicial branch interprets the meaning of laws, applies laws to individual cases, and decides if laws violate the Constitution. The judicial branch is comprised of the Supreme Court and other federal courts.
In the US, there isn't a branch of government assigned specifically with deciding "the meaning of laws." The legislative branch, or Congress, creates new laws and passes them into being. The executive branch, the president and his appointed staff and agencies, execute the laws passed by Congress. And in the case of conflict or argument about the laws, the judicial branch sits in judgment over the laws, to see that they are in keeping with the Constitution.

I'm pretty sure that it is the executive branch. Incorrect, the judicial system determines whether the laws enacted by the senate/house and approved by the executive are constitutional.

The judicial branch has checks on it because the judicial branch does not create laws in the USA, the legislative branch does. The judicial branch's job is to interpret and apply laws in a just manner. The judicial branch balances the other branches because the judicial branch decides whether the laws enacted by the legislative branch are legal (not against the Constitution) and whether the laws are followed legally by the executive branch and the legislative branch.
