Almost certainly not. Robespierre did not join the Committee of Public Safety until the main lines of the Terror had been laid down. He came to be associated with it because he was the best-known and most popular member of the Committee, but the instpiration behind the Terror was essentially military and inspired not by Robespierre but by Carnot. The other members were happy to let Robespierre take the responsibility for the Terror, but his fall was caused at least partly by the more extreme members wanting to get rid of Robespierre because he was in fact opposed to the extreme aspects of the policy.

The fall of the Jacobin government, led by Maximilien Robespierre, was primarily caused by internal divisions within the revolutionary leadership, growing discontent among the populace due to economic hardships, and the increasing authoritarianism of the regime. The extreme measures taken to consolidate power and eliminate perceived enemies of the revolution alienated many, leading to a loss of support. Ultimately, Robespierre's execution in July 1794 marked the end of the Jacobin rule, as it reflected the broader desire for stability and moderation in France following the Reign of Terror.

Napoleon Bonaparte developed a friendship with Augustin Robespierre, the brother of the more famous Maximilien Robespierre, during the French Revolution. This connection initially helped Napoleon gain political favor, as he aligned himself with revolutionary ideals. However, after the fall of the Robespierre brothers in 1794, Napoleon distanced himself from their faction to avoid political fallout and furthered his own ambitions, ultimately positioning himself for future power in France.
