Because they know that the government is in charge of just about everything in the whole United States, so they tell him what they want to change or do, and they expect him to do these things or make these changes.
They seceded after the election of 1860 because Lincoln didn't want to make anymore slave states. The south liked slavery and therefore, the south would not have any say in government. :)
The southern states made the assumption that Lincoln would make slavery illegal.

The states that make Florida's northern border are southeastern Alabama and southern/southeastern Georgia.
It isn't. Amendments are the only 'legal' way to make changes to the Constitution. Changes by other methods, including aberrant and tortured reasoning or interpretations by any governmental branch are usurpations (stealing) by the federal government of powers belonging to the states and the people.

Southern states claimed that their right to own slaves was being threatened by the federal government, particularly with the election of Abraham Lincoln as president. They believed secession was necessary to preserve their economic and social system based on slavery.
If you are asking about Native Americans in the United States the government didn't want changes but wanted them dead or on reservations. The different tribes made treaties with the government, but the government broke the treaties they made with them. Each tribe is a separate nation within the United States, so they expected the government to uphold their agreements. Instead federal troops raided villages and killed men, women, and children or did things like the Trail of Tears removing people from ancestral lands.
The southern states voted, in their individual state legislatures to be removed from the United States and to form a new country on their own. This happened just after the election of Abraham Lincoln. The southern states were afraid that after Lincoln's election the federal government would make many changes that would affect the business practices and economies of the southern states, the most important issue being slavery. It is my understanding that this was highly illegal: the only way that they could legally remove themselves from the U.S. would to have been done by legislation in the U.S. Congress in Washington D.C. After they believed that they had removed themselves form the U.S. they informed the government in Washington that they must remove U.S. Army and Navy bases and personnel from existing U.S. military bases located in their states. When the government refused the southern states began to attack these bases. The most famous of these attacks occoured at Fort Sumpter and this was the first military action of the Civil War. The Civil War was a war to preserve the union that the states had entered into legally and tried to break apart illegally. Towards the end of the war, Lincoln emancipated (freed) the slaves and this became an additional very significant part of the Civil War.
