First there was the big three which were the French, the British and the Americans. The Americans wanted to spare Germany but the French didn't. They wanted to strip Germany of everything that they had so that they would never be able to fight another war again. The British weren't really on any side. They were just in the middle. They didn't believe that Germany deserved such punishment but they also didn't believe that nothing should be done. To answer the question, it was the French that wanted Germany to be blamed for the world war. This was because if they weren't to blame, then they wouldn't be able to punish them.
The official end to the American Revolutionary War was marked by the signing of the Treaty of Paris. This treaty granted all of the British territory between the Mississippi River and Appalachian mountains to the Americans. Another treaty was the Treaty of Versailles that was between the allies of the United States and the British. The Treaty of Paris was signed on September 3, 1783, and the Treaty of Versailles was signed on May 20, 1784.

Many Americans objected to the Treaty of Versailles due to concerns about the League of Nations, which they believed could entangle the U.S. in foreign conflicts and compromise national sovereignty. Additionally, the treaty's harsh reparations imposed on Germany were seen as potentially destabilizing. There was also a desire to return to isolationism after World War I, with many feeling that the treaty represented a shift away from this approach. Ultimately, these factors contributed to the Senate's rejection of the treaty.
The US Senate had several objections to the Treaty of Versailles, primarily centered around the League of Nations. Many senators were concerned that joining the League would entangle the United States in international conflicts and undermine its sovereignty. Additionally, there was resistance to the treaty's punitive measures against Germany, which some believed could lead to future instability. Ultimately, these concerns contributed to the Senate's refusal to ratify the treaty.
