Justice Stephen Breyer was a judge on the US Court of Appeals for the First Circuit from 1980-1994, and served as Chief Judge on that bench from 1990-1994. Prior to that, he participated in several governmental projects, including Assistant Prosecutor of the Watergate case.
Breyer was a law professor at Harvard Law School from 1967-1994, and is an acknowledged expert on administrative law. He has written several acclaimed books and articles, including Breaking the Vicious Circle: Toward Effective Risk Regulation; Regulation and Its Reform; and Active Liberty: Interpreting Our Democratic Constitution. Active Liberty was written in response to Justice Scalia's book, A Matter of Interpretation,and presents an alternate theory of constitutional interpretation.
