Before the 20th Amendment, the president was elected in November and took office in March.
This was a concern because the incumbent president was preparing to leave, and the president-elect did not hold any authority (until March). This long period of time (referred to as the Lame Duck Period) potentially put the United States' national security at risk, as no one really held any responsibility.
