It means a belief in the power of capital over labour. Therefore, no unions, no welfare state, no education, no taxes. The resulting anarchy leads to the necessity of a police state. It also means a belief in small c conservative moralising whereby (because of a lack of free education). Conservatives constantly feel they have to tell others how to live their lives in terms of sexuality, spending, drug-taking, whatever, while at the same time they reserve the right to do exactly what they want to do, usually at the expense of others. Conservatives regard themselves as the natural ruling class and above the law.
