Congress (elected representatives) listen to what the public wants and writes laws to reflect the wishes of the people. Communist - a form of government in which the government controls all aspects of a country. The Communist Party is the only allowable political party in a Communist country. The head of the Communist Party serves as leader of the Communist country. In a Communist country, everything is controlled by the government (all businesses, farms, stores, etc.). Communism seeks total equality for all people in which there are no wealthy people and is only one social class; the working class.Theocracy - a form of government in which a religious leader or religious council governs the country. The laws of a theocracy are based on a holy book (Islamic Koran, Christian Bible, etc.). Only one official religion is allowed in a Theocracy.Monarchy - a form of government in which a king or queen rules. A pure Monarchy is similar to a dictatorship. The only difference is that in a Monarchy, the king or queen is decided upon through family line. Whereas, in a dictatorship, a dictator often takes control by force. Oligarchy - a form of government in which a few people rule. Some theocracies are ruled under an Oligarchical system. A religious council might lead the country.

The Founding Fathers did not agree on what the government should be like. Some believed there should be a strong federal government, and others believed the federal government should not have too much power. They believed the powers of the federal government should be divided into three branches: legislative, judicial, and executive, and that they should be balanced and be able to check each other.

From the start, the Founders of America envisioned a 'republican' form of government for their 'grand experiment' of a new nation. While often-sharp disagreements were had by those with differing views on the right balance between popular and specialized powers, also between states' and federal responsibilities, the Founders generally agreed that some kind of representative (and otherwise limited) democratic -- or republican -- government was needed.
