The term goes back to the American Civil War (1861-1865), where those individuals who represented companies looking to secure contracts to supply the Federal Government with foodstuffs, weapons, munitions, uniforms, and all the other items purchased for war, would sit in the lobby waiting for their turn to plead their case to the appropriate government agency.
