An executive order is an order from the President to employees who are under his management, telling them how he interprets their duties. Only Congress can pass laws, but the President has much lee-way on how he interprets the law or how quickly or how strongly he moves on actions he is supposed to carry out. Presidential directives can be issued quickly and have the force of law.
