Each state does not have the power to declare war. Only Congress can declare war.
Declaration of war is an example of a prohibited power of states. Only the federal government can declare war against another country. Administering elections is another example; this is a power of states, not the federal government.
According to the Constitution...The President does not have any power to declare war. That power was given exclusively to the Congress. This was meant to keep the President in check. If that power was given to or allowed to be executed by the President, he would become a Dictator in due time, once he realized the power he had. He could declare a war, attack anyone he chose with his army, and take over the country/world.The President can ask Congress for a Declaration of War, but the Congress is supposed to vote on declaring that war or not.Unfortunately these days the whole process works backwards, only because "we the people" let it happen. The President attacks a country, then asks Congress to declare the war. He gives himself controlling powers that were not delegated to him by the Constitution.Sounds like the beginning of a dictatorship to me!
If the question is referring to a state in the United States of America, the answer is never. Only the federal government can declare war. However if war occurred in a state in the United State than a state could protect itself with the national guard.

Anyone can declare war on another country. That does not mean all will follow you, nor make it 'legal', if that has any meaning here. It is of course also possible to declare war on your own country, the tragic results of which are there for all to read. For a country to declaring war on another country is a different matter, it would take the ruling government to decide to go to war. There may be provisions for it within documents or simply the authority of the ruling party or person.Usually only the President, Prime Minister or Cabinet of a country can declare war
