Governments basically exist to enforce rules which apply to an entire society. Without such enforcement, everybody pretty much can do as they wish, a situation known as anarchy. There is still an ongoing philosophical argument about whether the abuses resulting from government are better or worse than those which result from anarchy, but most people prefer a governed society, which (as the cliche has it) provides Law and Order.
