Congressional investigations can only be instituted by a Congresspersons. Therefore, you would have to convince your Congressperson that there was valid cause to institute one.
A hearing is more formal than an investigation.
Congressional investigations typically occur through committees, which are specialized groups within the House of Representatives and the Senate. These committees can hold hearings, issue subpoenas, and gather evidence related to specific issues or allegations. Common committees involved include the Judiciary, Oversight and Reform, and Appropriations Committees. Additionally, Congress may conduct investigations through select committees or special commissions for particular matters of national importance.
Congressional investigations are typically used to promote the political agenda of the party controlling the investigation. In many if not most cases, issues that have been the focus of congressional investigations were promoted by hyperbolic commentary from the party in opposition to the subject of the investigation. These investigations are often used by the controlling party as a political weapon to help divert attention of the public from more important issues, or as an attempt to persuade voters to react in favor to an issue of interest to the investigation controlling party.

The Congressional Research Service (CRS), established in 1914, was created to assist Congress with research and analysis for legislative purposes, including investigations. Other entities, such as the Government Accountability Office (GAO) and various congressional committees, also play crucial roles in oversight and investigation. However, specific organizations like the Congressional Budget Office (CBO) focus primarily on budgetary analysis rather than investigations. Therefore, the CBO is an example of an entity not created specifically for investigative support.
