Liberal means "like a free person," and so liberals favor more freedom for more people. Conservative means "keeping it the way it is," and so conservatives do not favor more freedom for more people. At first blush, the above may seem correct however, when "change" reflects greater intrusion by the government instituting greater institutional control over the lives of citizens then it becomes more obvious that "liberal" does not always advance to cause of freedom. Conservatives favor smaller, less intrusive government leaving more freedom of choice to the individual so, based upon this ideology, reverting back to less government control translates into more freedom for the general populous.
Civic and political participation is important so that decisions are not made by a few people. Participation by the masses insures greater freedom.
The Toleration Act of 1649, enacted by the Maryland Assembly, was a landmark law that granted religious freedom to all Christians in the colony of Maryland, allowing them to practice their faith without persecution. It was designed to protect the rights of Catholics in a predominantly Protestant environment and aimed to promote religious harmony. However, the act did not extend protections to non-Christian religions, reflecting the limitations of religious tolerance at the time. This legislation was an important step toward greater religious freedom in colonial America.

Some common questions about freedom and its implications on society include: How should individual freedoms be balanced with the needs of the greater community? Empowerment is a strength for the individual, as they have a greater confidence in their ability to do a job. It can be a weakness for an organization, as it results in less control over the activities of employees.
